Creates a new visibility state.

- Hide All Existing Objects in New State

Specifies that all objects in the block definition will be hidden in the new visibility state.
- Show All Existing Objects in New State

Specifies that all objects in the block definition will be shown in the new visibility state.
- Leave Visibility of Existing Objects Unchanged in New State

Specifies that the visibility of objects in the new visibility state will be the same as in the current visibility state on which the new state is based.
